Hays LAS designed a unique streetscape that not only interpreted the history of Wheeling but also expanded the usefulness of heritage port for concerts and festivals.  The tree-lined walk is designed so that vendors can set up on the street and face inward toward Heritage Port with a fence behind.   The streetscape design along 14th Street between Water and Main Streets conformed to the city standards and improved business owner access to the buildings.  New ADA accessible ramps were introduced as well as street trees.
