Hays LAS worked with the Wheeling National Heritage Area Corporation to develop a plan for Wheeling West Virginia’s waterfront.  Based on client and stakeholder prioritization, the development included an Ohio River overlook, bike trail/promenade, seat walls, a restored historic park space with monument, a public restroom with rooftop plaza, ADA  accessibility, sidewalks, railroad design interpretation.
